Why a quote is not a price
A custom-priced tier moves the negotiation off the per-seat number and onto three terms that decide what you actually pay:
The seat minimum
Custom pricing; typically ~150-seat minimum. A minimum turns a per-seat price into a floor. Below it, every unused seat raises your effective price per active seat, and the vendor keeps the difference.
The term
A multi-year commitment is usually where the headline discount comes from, and it is also what removes your ability to true down when utilisation turns out lower than the rollout plan assumed.
What the tier is actually for
Longer context, administrative controls, data residency, contractual terms, an SLA. Those are real, and some organisations genuinely need them. What they are not is a reason to buy more seats than people will open.
The number to bring to the renewal
Price per active seat, not price per assigned seat. A licence with no activity in 60 days is not capacity you are using — it is a floor you are paying, and it is the one thing in the conversation that is a count rather than an opinion. Across public benchmarks and our own sample data, 10 to 15% of seat and subscription spend is typically recoverable within 30 days, and on a per-seat chat tool it arrives almost entirely as seats nobody opened.
Sequence matters too: cutting seats and cutting price are two asks, and blending them lets the vendor answer the expensive request with the cheap one. How procurement runs that.

OpenAI does not publish a price for it. Enterprise is quoted per organisation, and the quote depends on seat count, term and what is negotiated into the contract. The published anchor next to it is ChatGPT Business at $30 per user per month, which is the number your Enterprise quote should be argued against.

It depends on whether you need what it adds — longer context, administrative and security controls, data residency, contractual terms and an SLA — and whether your utilisation justifies the minimum. The failure mode we see is buying the tier for the controls and then discovering that a third of the seats have never been opened, which makes the effective price per active seat far higher than the sticker.
