Windsurf (formerly Codeium's editor) is now owned by Cognition (maker of Devin); its docs live under docs.windsurf.com, cross-branded with Devin's documentation. In August 2025 Windsurf replaced its old flat 'flow action credit' system with daily/weekly usage quotas plus at-cost overage billing. Existing paid subscribers were grandfathered at prior pricing indefinitely upon migration. Exact quota sizes are not published — the app only shows a consumption percentage bar, and third-party estimates put daily message allowances at roughly 7-190/day (Pro) or 42-1,190/day (Max) depending entirely on which model is used.

Where the real Windsurf cost hides

The sticker is the smallest part of the story. For Windsurf, these are the line items that quietly inflate the bill:

  • 'Unlimited' on Pro/Max/Teams means unlimited-at-API-price after an unpublished included quota runs out — there is no public number to budget against, only an in-app percentage bar
  • Frontier third-party models (Claude, GPT-5) consume the included quota much faster than Windsurf's own SWE-series models for the same '1 prompt'
  • Teams' overage credits are pooled and sold in $120-per-1,000-credit blocks (a separate legacy 'credits' concept layered on top of the newer quota system), which can confuse spend forecasting
  • Enterprise moved to 'Agent Compute Units (ACUs)' as yet another unit of metering distinct from both legacy credits and the Pro/Teams quota system
