In August 2025 Windsurf replaced its old flat 'flow action credit' system with daily/weekly usage quotas plus at-cost overage billing. Existing paid subscribers were grandfathered at prior pricing indefinitely upon migration. Exact quota sizes are not published — the app only shows a consumption percentage bar, and third-party estimates put daily message allowances at roughly 7-190/day (Pro) or 42-1,190/day (Max) depending entirely on which model is used.

- 'Unlimited' on Pro/Max/Teams means unlimited-at-API-price after an unpublished included quota runs out — there is no public number to budget against, only an in-app percentage bar
- Frontier third-party models (Claude, GPT-5) consume the included quota much faster than Windsurf's own SWE-series models for the same '1 prompt'
